Your claims that there is a program that will allow a person to view someone's webcam without their permission are
unfounded and
unprovable. If you could send me the source code for this suppossed program, I might lend you some credibility. I think you are mistaking anonymous access with unauthorized access. There is only
one possible way to view someone's webcam without them knowing(through Yahoo), and that is if their webcam settings are set to "[u]allow any user to view my webcam[/b]". The protocol requires access be granted by the owner unless the previous noted setting is enable.
On a different note regarding trojan programs, these are easy to hide, and can do the following things remotely: log keystrokes taken from the keyboard, take screenshots, open and close programs(including webcam capture programs), reboot the computer, shutdown the computer, etc. These programs are easily disguised in any executable program, and can even email a specific person once the trojan has been executed and has infected the system.
These programs were originally designed by System Administrators to make their job of installing software and accessing PC's over Local Area Networks, and Wide Area Networks easier. They are now being used maliciously by "script kiddies" and low-lives. I would suggest everyone who uses a computer and/or the internet to raise their awareness of these types of programs, no matter what their knowledge of computers.
