If you do manage to obtain an IP, you can run an IP WHOIS at a site such as http://www.samspade.org which will give you the address of his internet service provider (ISP). This will then allow you to send complaints directly to the ISP's listed Abuse Department.

You can also fill out the Geocities Feedback Form (http://add.yahoo.com/fast/help/us/geo/cgi_abuse) to request the removal of the slanderous site, if you have not done so yet.
