I don't really think that is a good explanation of it. Being able to see who viewed your profile would in no way increase spam. The reason it currently can't be done, is the way that AIM handles profiles, they only allow for simple HTML.. and don't allow anything that could be used as tracking. AOL could add this to it, or even just a hardcoded list as a way of tracking for all users to use (I dont know why they havent). I believe the reason that the profiles don't allow for things such as Javascript, meta tags, php, asp... or whatever you could use on the web is security. If they did allow for this then viruses could be spread very easilly just by the viewing profiles (even easier then clicking the links that give you them..as the ones are spreading now).
AOL made the profiles to be very simple, to what (I believe) to be the most secure way they could do it.

Now this is just my speculation here... but I think that AOL believes that only simple html is enough to accomplish what you would do with a profile...that is create a profile to provide a little bit of information about you...which you shouldn't need to know who is viewing it.
