In answer to your question, yes, people can see your expressions (if they have that option enabled in their preferences). If you really want people to see your expression, make sure your friends know you have one and tell them to enable it...
We understand you are new, but please post AIM expressions questions in a new thread. Even though it is quasi-related to the colors in the buddy list, it is not of the same nature, and really doesn't belong in this post.
