IE set to work offline can cause this also.
I had the ".NET service unavailable" problem and nothing fixed it. So I downloaded the newest version from microsoft and I got a different error message that said my Internet Explorer was set to 'Work Offline', so that was my problem all along. I don't use IE, because Mozilla Firefox rules!! Anyway so I guess somehow my IE got set to work offline and that was my problem. Hope this helps.
