Microsoft Outlook is a component of Microsoft Office.

Microsoft Outlook Express is a component of Microsoft Windows.

Outlook is removed via Add/Remove programs -> Microsoft Office <Version>.

Outlook Express cannot really be removed. OE is bundled with IE, an integral component of Windows that cannot be removed without breaking the OS. Add/Remove Programs -> Add/Remove Windows Compoents does not remove Outlook Express, it simply removes the shortcuts from the desktop and start menu to the binary in c:\Program Files\Outlook Express\. You can remove the primary OE binary, but it will likely come back if WFP (Windows File Protection - a service the verifies the existance and integrity of operationg system files) is enabled.
