I think the reality is that most people who use Twitter (or Jaiku, or Friendfeed) don't really rely on it for collaboration.
Personally, I don't have an expectation to receive replies to my tweets. When I do, it's serendipity -- the convergence of my random tweet and someone else's interest (and of course the fact that I happened to even check to see if I got replies!).
For most people, Twitter is like breathing -- it's just what you do.
