There's nothing illegal or magical about obtaining an IP address. If you have a direction connection with them, you can open up a command prompt and type "netstat" to see your current IP connections. That's about the easiest way to do so.
IP addresses are not bound to an AIM account, especially if they are dial-up users. Even most broadband users today do not have dedicated IP addresses that do not change. They can change evertime you reconnect to the Internet (either by choice or by lost connection, etc.).
And having their IP address doesn't really allow you to "trace" them in any meaningful sense. It won't give you their phone number, or (in 99.99% of the cases) their street address. With most ISPs, the WHOIS data will only return the ISP's main address.
If you are trying to trace someone because they have done something illegal, you're next best step is to contact the police and give them all the information you have available. If the situation warrants it, they can require access to logs and other information that will help them track down the culprit.
