BagManMan I think I am pretty sure about what is causing your problem. when you run the icq installation file at the very first window icq asks you if you are installing icq on your machine or internet cafe. make sure you have checked the " My Computer " box and install icq.
u must uninstall icq first, choose the options that say you want to uninstall to reinstall icq so you wont loose your history and so..
