IM + and IM + Skype

I am trying to figure out if IM + and/or IM + Skype can be used between 2 iPhone users, one in the USA and the other in The Netherlands.
Are any of these 2 applications available in The Netherlands?
Can somebody shed some light on this?

Skype is available in the Netherlands. Fring is free for the iPhone, and has Skype calling support, albeit a bit lagged.
