MSN 6 Instal problem - Error 1601

Hello , I read the instruction before about how to fix error 1601 but i couldn't fix it .

I have Win2K SP3 and i am the administrator with full Acsess but I can't start the service " Windows installer ... " ----> I get the error " access denied " ...
