If you have RedHat, simply run rhn_register and register your machine with the RedHat network. You can then do up2date <package>, or in your case up2date tcl.
If RedHat Network tells you the package isn't available, you can find it on RPMFind.net. RedHat has a great package manager (RPM). I suggest you use it.

I tried to run 'rhn_register', but failed.
The failed reason is:
"SSL.Error: [('SSL routines', 'SSL3_GET_SERVER_CERTIFICATE', 'certificate verifyfailed')]"
Do I need to do something before running "rhn_register"?
