It may drive your tabs, but nothing else. I just tried mine with China, and I don't see anything different.
I just downloaded the Russian version from
http://messenger.msn.com/Locale.aspx (where you can get anyother language they provide) and the whole client is in Russian.
So you have to download the version not change your country in your .NET passport account.
Just make sure you have the national language installed on your computer.
