I'd highly recommend dBpowerAMP personally.
The MP3 conversion codecs are only a trial-based feature, but there's ways to work around that.

Rebock, a 100% free way to do this is to get Audacity, which is actually a full-out audio editor. However, you can use it simply for conversion purposes by importing a wav file, then exporting it as an mp3 file. (To export as an mp3, I believe you will need the LAME encoder, which you can also acquire off the internet for free).
