Video conferencing tends to fall into one of two extremes: on the high-end used at larger organizations, you have very expensive equipment and entire rooms dedicated to video conferencing. On the other end of the spectrum, you have family members or friends with a webcam, microphone and freely available software.
Today, most instant messaging software includes video "chat" capability; Skype, WLM, Yahoo, iChat and AIM all provide easy, free video capabilities. The one area that they tend to fall short is in handling multiple parties (more than two people connected at a time). And of course, the quality varies based on the equipment, computer power, available bandwidth, etc.
