In general webcams do not record unless they are activated with some software, so you will not find any video record unless someone actively recorded. As for a log of when the webcam was used, I don't know of any software that does this either. But even if it does exist, it will stop logging once it is closed.
So... what is the real goal? If you want to keep your kids (or employees) from using webcam chat, your best bet is probably to create an administrator account, and limit the programs they can use to ones that don't allow webcam chat.
