I don't think it's rude, considering it's highly likely. There is little reason to ever test the use of Windows Server 2003 on a portable device, and furthermore installing Windows Live Messenger on it.
Unless you are a Microsoft employee. (testing a 5-year old platform, and coming to a third-party website instead of contacting the internal WLM team, or referring to the documentation)
I did give you suggestions that will likely lead you in the right direction, though. If you are not familiar with the security policies, then perhaps you would benefit from using Windows XP.

At the first place , windows 2003 was not installed to test MSN,,,,it was used for other thing,,,,I installed MSN later on.

Yes there is a reason for that , which you are not aware of it (as I told you , you do not need to be aware of all reasons), therefore you do not need to drive the thread off the topic, because it is not professional way to do that.

I know, the reason is that you got one copy and installed it everywhere, and why buy the pirated copy of Windows XP when you can just buy the all-in-one server package... I'm not oblivious as to how piracy works.
I'll spare you and not even touch the topic of professionalism.

Good, let me know how it goes. Specifically make sure "secure mode" is disabled in IE, and that there are not any restrictions levied against users in terms of internet usage. WS03 has firewalling built in via RRAS. It has been a while since I've run non-server applications on WS, but there are a few settings that need to be enabled/disabled for it to work like XP.

Yes you are very clever.It seems to me whenever you find a thread that mentions win2003 , you copy and paste the same phrase (your professional reply) in all those threads!!!!!

Yes, all of my above responses were copied and pasted from a document named "I hate windows server 2003 and will respond with these comments, without any tailoring for what the OP has said.txt"
You caught me, I mean, just look at all these threads that I've done that in! I should be ashamed of my incessant bashing of a product designed to be used on personal computers.
Hasn't this gone far enough? Just check the damn policies see if it fixes your problem.

Ahem...while the ebb and flow of unadulterated disdain (on both sides) has been quite interesting (even amusing) to watch develop...this thread has gone more than a bit off track...
Zilah, were you able to check the security policies and the IE security settings David suggested and see if anything was different on the laptop than the desktop?
I'd also like to suggest taking a look at the Reg Fix outlined in this Microsoft forum post by Jonathan Kay. Sounds like a problem similar to yours and he gives a link to download a fix. Probably can't hurt since Jonathan Kay is widely regarded as the Grand Poobah of all WLM gurus.
Please let me know if this helps at all.

Beilve me patndoris, I have seen lot of sick people like that, this is not the first time, therefore we have to put a boundary for them,,,,I was polit with him , when I replied to him first.
Ask him why would he have said what he had said at first place ???? could not he have suggested what he had suggested without saying :
