Yahoo secret question?

when I had to retrieve my yahoo password earlier I put in my informationand proceeded but was curious when they ask about your secret question answer.I was wondering what the people have to answer if they didnt have a secret question(like the people that made their accounts before 1999 or whatever year it was).If they dont have to answer a question that would have to be a major security issue and would have to think of a way to secure my rare id's a little better.
