You mean a new topic or new post? You just made a new post by clicking the add reply button. If you want to make a new topic, then it is a green button that says "new topic" on the top and bottom of the page that lists the threads.
Edit: I just went back to that Invisible checker page and the check boxes are gone and when I entered a person's id, it said you must select one of the options. I hope it didn't break. It seems they are needed to view a person's status. I just noticed that if you click on the "visit our blog" icon, you can see news about the scanner, etc. It says they are doing maintanence on it. So it should work again soon hopefully.
